Ao contrário, pois certa militância petista demonstra seguir um padrão moral maleável a ponto de ser condescendente com golpes contra o Erário, desde que em nome de “bons” propósitos. As últimas semanas de fatos ocorridos na política comprovam esta ética peculiar do partido.
A palestra feita segunda por Dirceu a petroleiros da Bahia mostra, por sua vez, como o deputado cassado, réu, pontifica em nome do partido, cujo “projeto político”, disse, poderá ser executado com a chegada da companheira em armas Dilma Rousseff ao Planalto.
E é parte do projeto controlar a imprensa independente e profissional, meta da legenda desde a chegada ao Planalto, em 2003. Como disse o líder petista aos petroleiros, há no Brasil um “abuso no poder de informar”(!!).
A frase poderia ser de um daqueles censores da Polícia Federal nos anos 70.
Fracassadas as tentativas de intervenção na produção audiovisual por uma agência (Ancinav) e de oficialização da patrulha sobre os jornalistas por meio de um conselho sindical, o “acúmulo de forças”, nas palavras do ex-ministro-chefe da Casa Civil, deverá permitir, agora, a realização do antigo sonho.
É um erro achar que o PT de Dirceu espera Lula esvaziar as gavetas no Planalto, despachar a mudança rumo a São Bernardo, para desfechar o ataque ao direito constitucional à liberdade de imprensa e expressão.
Ele já vem sendo preparado, por determinação do próprio Lula, pelo ministro de Comunicação Social, Franklin Martins. Será deixado pronto para Dilma um projeto que, entre outros pontos, pretende regular as chamadas “participações cruzadas”, com o objetivo de reduzir o tamanho e a diversificação dos grupos de comunicação. A intenção é a mesma que move o casal Kirchner, na Argentina, ao forçar o grupo Clarín a se desfazer de canais de televisão, sempre em nome do combate à “concentração”. É falso o argumento do incentivo à competição, pois, hoje em dia, com a internet e a proliferação de canais de distribuição de informações, há incontáveis e crescentes opções à disposição de leitores, telespectadores e ouvintes. O real objetivo do projeto, de origem chavista, é acabar com a independência das empresas profissionais de jornalismo e entretenimento, pelo corte do seu faturamento, hoje obtido por múltiplas fontes de receitas. Reduzidos em sua escala, os grupos terão de buscar verbas oficiais para se manter, e com isso acabará na prática a liberdade de imprensa.
É tão inconcebível a Dirceu a livre manifestação de opiniões e de veiculação de fatos que o petista aproveitou a doutrinação de petroleiros para criticar o ministro Carlos Ayres Britto, do STF, pelo seu voto contra a censura eleitoral, redigido com base no entendimento do amplo alcance do direito constitucional à liberdade de imprensa.
Entende-se por que a campanha petista volta-se cada vez mais para tentar obter folgada maioria no Congresso. Se o pior acontecer, com a aprovação de projetos contra a Carta, a última trincheira de defesa da Constituição será o Poder Judiciário.

Louve-se a sinceridade de José Dirceu numa campanha em que ela não tem sido a matéria prima.
Ele não sabia que estava sendo ouvido pelo que considera o grande inimigo: a imprensa. É uma sinceridade desavisada, mas Dirceu repete o que muita gente diz no partido: com Dilma, o PT vai mandar mais do que com Lula e fazer o seu “projeto”, seja lá o que for isso.
A julgar pelo que José Dirceu disse no encontro com petroleiros na Bahia, o presidente Lula é grande demais, engoliu o partido. “É duas vezes maior do que o PT.” Já Dilma, ele define como uma liderança que não tinha “grande expressão popular, eleitoral, nem raiz histórica no país”. Neste ponto, José Dirceu não foi exato.
Não é que ela não tinha “grande”, ela não tinha qualquer expressão, nem popular, nem eleitoral, nem raiz histórica. Ele sabe.
Será que José Dirceu acha que Lula é passado? Ficou maior que o partido, governou seu próprio projeto, vai eleger sua escolhida e depois sair de cena? Talvez seja preciso combinar com o próprio Lula que, vivendo agora seu melhor momento, tem claras ambições futuras.
Curioso, o Lula. Ele nunca foi um fenômeno eleitoral.
Perdeu três eleições, e as duas que ganhou foi apenas no segundo turno, mesmo disputando com candidatos que não têm seu talento de encantador de plateias. Ele é fenômeno eleitoral agora quando, ao sair, transforma uma desconhecida, recémchegada ao partido, com falhas explícitas na comunicação, em favorita das intenções de voto. Lula não foi um espanto quando disputou o voto para ele mesmo.
Mas tem se inebriado com a popularidade, pensa que é eterna e alimenta desejos de volta. Como diria seu neo amigo, Collor de Mello: “Só não vê quem não quer.” Curiosa também a interpretação que José Dirceu faz da imprensa. Acha que ela está em guerra contra ele.
“Temos uma disputa contra nós na comunicação”, diz ele, para acrescentar que é preciso se “preparar para essa disputa da mídia comigo”.
A obsessão parece inversa.
Para José Dirceu, a imprensa quer que ele seja condenado, quer bani-lo da vida política, quer impedir que ele exerça a profissão. “Eles me cassaram, saí do governo, fiquei inelegível, depois começaram uma campanha contra minhas atividades de advogado e consultor.” Acha que essa perseguição ocorre “em conluio” com a Polícia Federal, Ministério Público e Poder Judiciário.
Ele foi demitido por Lula no rol das denúncias do mensalão, feitas pelo então aliado do governo Roberto Jefferson. O Ministério Público ofereceu a denúncia contra a “organização criminosa” — definição do procuradorgeral da República — e o Supremo instaurou o processo. A CPI revelou que o dinheiro era sacado na boca do caixa e distribuído a integrantes da base aliada.
O Congresso decidiu sobre seus direitos políticos. Será que ele acha que qualquer um desses fatos espantosos poderia não ser divulgado? Sua avaliação de que há um “excesso de liberdade” assusta porque isso não é seu pensamento apenas. É o do “projeto”.
O mesmo que tentou por duas vezes no governo Lula controlar a imprensa; o mesmo que estava no programa original da candidata do PT enviado ao TSE, aquele que ela rubricou supostamente sem ler. Os indícios são fortes demais da visão distorcida que o “projeto” tem do exercício de um indispensável pilar da democracia.
Os jornalistas costumam provocar reações iradas de candidatos em geral. Está aí José Serra para provar. Irritase desde o começo da campanha, acha que há intenções ocultas nas perguntas, dá respostas atravessadas. Perde pontos com isso. Era o mais experiente dos candidatos, parece o menos preparado para enfrentar as tensões e pressões naturais de uma campanha. É a maior vítima de seu temperamento.
Mas criticar os jornalistas, os órgãos de imprensa, dar respostas atravessadas, tudo isso é da natureza do jogo.
Uma campanha desgasta, cansa, irrita, anima, aflige, mexe com todas as emoções dos candidatos e seus assessores.
Críticas aos jornais, aos jornalistas não representam perigo. O presidente da República não passa um dia sem criticar a imprensa. É seu esporte favorito depois do futebol. O risco ocorre quando passa a ser parte do “projeto” conter, limitar, controlar, intervir no livre exercício do direito e dever de informar.
Foi assim que o presidente Hugo Chávez começou, é neste caminho que está indo o casal Kirchner, assim começaram todos os regimes autoritários. Todos acham que há um “excesso” de liberdade de imprensa. Para Dirceu, há no Brasil um “abuso do direito de informar”.
José Dirceu deveria estar feliz, tranqüilo, esperançoso, afinal, a candidata para a qual trabalha está bem nas pesquisas.
Em vez disso, vocifera ameaças, sente-se perseguido, pensa ser o centro das preocupações da imprensa.
Deveria já ter entendido que não é esse o “projeto” que está sendo apoiado pelos eleitores, mas a sensação de conforto econômico que dá o crescimento com inflação baixa. Conforto que muito deve ao governo anterior. Se o “projeto” for fazer da eventual vitória da Dilma uma carta branca para o autoritarismo, o PT estará cometendo o maior dos seus erros.
Discurso de Dirceu desagrada a petistas
Para integrantes do partido e do governo, afirmação de que PT terá mais poder com Dilma enfraquece candidata

As afirmações feitas pelo ex-ministro da Casa Civil e deputado cassado José Dirceu, de que o PT terá mais poder num eventual governo Dilma Rousseff do que no governo Lula, foram recebidas com irritação por petistas e palacianos, que consideraram que esse tipo de discurso enfraquece a candidata.
O discurso de Dirceu, avaliam, explicitou que ela poderia ficar refém da máquina petista, um receio do mercado e das classes sociais mais altas.
Um ministro dizia ontem que Dirceu tenta agora resgatar sua estratégia de usar o partido para tentar recuperar poder. Petistas reconhecem que Dirceu tem liderança no PT e admitem que ele é usado com certa frequência por Lula e Dilma para cumprir algumas missões políticas, nos estados, por exemplo.
Desgaste com Dirceu seria semelhante ao com Collor Mas a campanha de Dilma prefere que ele fique em silêncio, até porque ele tem imagem negativa. Pesquisas qualitativas internas indicam que a propaganda tucana resgatando os laços de Dilma com Dirceu prejudicam a candidata.
O desgaste é semelhante ao provocado pelo senador alagoano Fernando Collor pedindo votos para Dilma.
Ao explicitar que Dilma não tinha liderança ou grande expressão popular, Dirceu atropelou o marketing da campanha — que tenta mostrar a candidata como uma líder política influente. De forma reservada, os próprios petistas reconhecem que Dilma está longe de ter a dimensão política do presidente Lula, mas que isso não deve ser verbalizado por aliados.
A orientação no Planalto é que os governistas evitem inflar as declarações de Dirceu.
Para o Palácio, o que ele falou deve ser tratado como um comentário de um militante petista, e não com o peso de um dirigente.
A uma plateia de petroleiros, em Salvador, na segundafeira à noite, Dirceu afirmou que, para o PT, a eventual eleição de Dilma será mais importante do que a de Lula. Para ele, Dilma representa o projeto petista, enquanto Lula “é duas vezes maior que o PT”.
No evento, Dirceu disse ainda que a oposição tem o apoio da mídia para tentar influenciar a opinião pública. E criticou o que chamou de abuso do poder de informar.
— Achei estranha a afirmação de José Dirceu. Isso porque funciona como material para a oposição querer reduzir o papel de Dilma. Até porque a oposição pode explorar Dirceu para estigmatizar a campanha. Mas Dirceu não é a expressão do partido. E imaginar que Dilma vai ser instrumentalizada pelo Dirceu é subestimá-la — disse o líder do PT, deputado Fernando Ferro (PE).
— O Dirceu falou num contexto para mobilizar a militância.
Mas acabou se empolgando sem medir as palavras — minimizou o líder do governo, deputado Cândido Vaccarezza (PT-SP).
O que se ouviu em um dos gabinetes do Planalto foi mais duro: “Dirceu tem que ficar quieto. Tem que sumir. Ele morre pela boca. Não tem que ficar falando. É quase uma compulsão”
Ex-ministro telefonou a integrantes do governo Diante da repercussão, Dirceu telefonou para integrantes do PT e do governo para argumentar que estava dando opinião para um grupo fechado. Pessoalmente, ele teria gostado da repercussão, segundo amigos.
Mas, no seu blog, num texto intitulado “O vale-tudo”, afirmou que suas declarações “foram completamente deturpadas e tiradas de contexto”.
No texto, Dirceu acrescentou: “Fiz uma crítica ao papel que a mídia vem desempenhando nestas eleições, com cobertura claramente orientada a prejudicar a campanha de Dilma Rousseff”. Na sequência, reforçou suas críticas à imprensa: “O que não podemos admitir é que um punhado de empresas monopolistas passe a funcionar como linha auxiliar dos partidos conservadores, manipulando descaradamente as informações e os fatos”

Lembrar a proximidade de José Dirceu irrita a campanha de Dilma, mas ninguém ousa entrar com um pedido no Tribunal Superior Eleitoral para tirar do ar o comercial do PSDB que alerta que o ex-ministro e deputado cassado, considerado pelo procurador-geral da República o “chefe da quadrilha” do mensalão, voltará ao poder em um eventual governo petista.
Nem Dilma ousou negar essa possibilidade, quando perguntada. Pois Dirceu tratou de deixar bem claro que ele é um dos que mandam nos bastidores da candidatura Dilma, e qual é o projeto que ela representa.
Falando em uma assembleia de sindicalistas na Bahia, ele disse que a vitória de Dilma será a vitória do PT, ressaltando que Lula é muito maior do que o partido.
O raciocínio político de Dirceu como sempre é competente para seus interesses, e interessa a ele esquecer que Dilma só está sendo eleita, provavelmente no primeiro turno, porque por trás dela está Lula, e não o PT.
Interessa a ele, para o exercício de poder dentro do partido, transformar a eleição de uma candidata petista sem tradição partidária, imposta pelo presidente a seus correligionários justamente para não fortalecer nenhum deles, em uma vitória da facção política que comanda.
Ele não esconde que trabalhou na composição dos palanques estaduais para a candidatura Dilma, e que viaja o país como dirigente partidário.
Só esclarece que não se interessa em ter um lugar no futuro governo, para alívio da campanha de Dilma.
Mas Dirceu não esconde que pretende influir na construção do futuro governo Dilma, e já começou a chamar para si a disputa interna com o PMDB.
Delimitar espaços dentro da heterogênea coligação que sustentará o futuro governo, mas sobretudo avisar ao PMDB que será recebido com agrados desse tipo quando colocar seu jogo na mesa para “repartir o pão”, como cunhou o candidato a vice e presidente do PMDB Michel Temer.
Essa divisão dos cargos será a parte mais delicada de toda a operação que o presidente Lula montou, e já é possível prever que até mesmo a proeminência de Lula será colocada em xeque.
Ao classificar a vitória de Dilma como “do partido”, e por isso muito mais importante do que a de Lula, Dirceu mandou um recado direto para a provável futura presidenta: o projeto é petista, não é lulista nem de Dilma.
Acontece que Lula já anunciou que pretende continuar atuando na política partidária, e pelo apetite com que se atira na campanha presidencial, está considerando sim esta uma terceira eleição consecutiva, com todos os direitos de que se julga detentor.
Já havia a desconfiança de que não será difícil a ele tentar comandar a presidente puxando os cordéis, mas agora a disputa parece se desviará para dentro do partido, que Lula domina por ser o presidente popular que é.
Mas fora do poder, terá o mesmo respeito, e a mesma capacidade de atuação política que tem hoje? Dirceu sinaliza que não, antes mesmo que Lula comece a receber o café frio no Palácio do Planalto. Se esta eleição é mais importante que a de Lula por representar o projeto do partido, então o partido, e não Lula, decidirá ao lado de Dilma.
Vemos então que a provável futura presidenta já tem dois a quererem tutelála.
Falta ainda o PMDB, que se prepara para ganhar corpo e disputar palmo a palmo os espaços do governo com o PT.
Dirceu trata de desqualificar os parceiros mais importantes para que não venham com a boca muito aberta para a divisão do butim do Estado.
Mas o PMDB tem planos mais ambiciosos que a mera “repartição do pão”. Quer opinar sobre os rumos do governo, quer se colocar como o defensor dos valores democráticos em um governo que, como avisa Dirceu, será mais do PT do que de Lula ou Dilma.
É previsível que essa declaração de força de Dirceu vá parar na campanha do tucano José Serra, que já tem musiquinha e tudo alertando para o perigo que seria um governo do PT sem Lula para controlar os petistas.
E na fala de Dirceu aos sindicalistas já apareceu um dos temas que serão razão de disputa no Congresso, o tal controle social dos meios de comunicação.
Ao criticar os jornais e televisões, ele diz que seus comandos já estão querendo decidir quem participará de um futuro governo Dilma, e que seu primeiro ano será de luta contra os meios de comunicação.
Essa é outra disputa particular de Dirceu, agora com seu ex-colega de ministério Antônio Palocci.
O ex-ministro da Fazenda foi colocado na campanha de Dilma por Lula, para que orientasse a candidata especialmente sobre economia.
Sua presença em cargo importante no governo, como a chefia do Gabinete Civil, como Lula quer, seria uma indicação de que ele daria o compasso do novo governo.
Essa hipótese ganhou força com o novo escândalo que estourou no Gabinete Civil, com o filho da ministra Erenice Guerra admitindo que fez uma “consultoria” para uma firma que negociava com órgão do governo.
Aliás, foi essa a explicação esdrúxula que foi aceita pelo presidente Lula e os ministros que compõem o núcleo político do governo, o que só torna mais escandaloso ainda o caso.
Não deveria ser preciso uma Comissão de Ética para identificar essa “consultoria” como uma falta gravíssima contra a ética pública.
Mas, voltando ao ministério de Dilma, com a provável inviabilização política da permanência de Erenice no Gabinete Civil como Dilma queria, a possibilidade de Palocci vir a ocupá-lo aumenta.
A não ser que a futura presidenta resolva peitar logo de cara o presidente Lula.
Serra: constatação de Dirceu é 'óbvia'

O candidato do PSDB à Presidência, José Serra, disse ontem em Juazeiro do Norte que, se a adversária Dilma Rousseff for eleita é o PT quem vai mandar de verdade no governo.
Serra endossou o que dissera o ex-ministro e deputado cassado José Dirceu (PT) em reunião com sindicalistas na Bahia. Segundo Dirceu, eleger Dilma é mais importante para o partido do que foi eleger o presidente Lula. Serra considerou “óbvia” a conclusão do petista.
— Que o Lula é mais forte que o PT, e Dilma é mais fraca que o PT, isso é óbvio. Logo, o PT vai mandar de verdade. Isso é uma constatação um pouco óbvia. Só é interessante porque saiu da boca dele — disse o tucano, acrescentando que ele mesmo já havia afirmado isso antes.
Serra voltou a acusar Dilma e seus aliados de estarem de “salto alto e terem sentado na cadeira” ao comentar os adjetivos da ministra da Casa Civil, Erenice Guerra, que em nota qualificou o candidato de “aético e derrotado”.
Ao falar sobre as dificuldades da campanha de Serra à Presidência, o senador tucano Tasso Jereissati acusou o governo de fazer uma lavagem cerebral nas pessoas, e comparou Lula — quando afirmou que era preciso extirpar o DEM — a Hitler e Mussolini.
— O problema é que quando se joga essa popularidade num regime fascista, e a favor de extirpar qualquer tipo de oposição... Aí temos a república sindicalista chavista-lulista no Brasil.

Líder do DEM diz que Dilma é refém de um grupo radical Para os partidos da oposição, as declarações de Dirceu são o aviso de que os grupos mais radicais do PT dominarão um eventual governo de Dilma. Segundo o senador Álvaro Dias (PSDB-PR), haverá um aparelhamento do Estado ainda maior, e Dirceu já agiu como “porta-voz” desse viés autoritário do PT.
— A Dilma vai interpretar o pensamento petista original. A fala de Dirceu transcende o desejo da retomada dos pensamentos antigos do PT, que foram abandonados por Lula. O partido vai ter mais importância num governo dela do que para o Lula. Se já há um aparelhamento do Estado, priorizando a presença de militantes ao invés de técnicos, pior ainda (será) com Dilma — disse Álvaro Dias, que chegou a fazer um discurso ontem no plenário esvaziado do Senado sobre as declarações de Dirceu.
Irônico, o líder do DEM na Câmara, Paulo Bornhausen (SC), disse que Dirceu apenas falou o que pensa o PT: — O Zé Dirceu tirou a máscara, tomou o remédio da verdade e começou a falar as verdades deles. A ideia é acabar com a democracia. A Dilma é refém de um grupo radical, que tem a ideologia dos anos 60 — disse Bornhausen.
Ainda ontem, a oposição continuava reagindo às declarações do presidente Lula sobre “extirpar o DEM”. Há uma aposta de que esse tom raivoso pode causar impacto naquela classe média que estava afastada do processo eleitoral. Ontem, na sessão do Senado, a senadora Kátia Abreu (DEM-TO) criticou o comportamento de Lula.
— Ele (Lula) não convive com o adverso. Não convive com a oposição. Quer a unanimidade, está esquecendo que isso é uma democracia e saiu agredindo as pessoas. Ele precisa ser respeitoso para com o adversário. O Lula nunca foi agressivo, nem na própria campanha dele — disse Kátia Abreu, que também comentou a fala de Dirceu. — Dilma é refém deles, do PT.

Os arreganhos do lulismo
Dois meses depois de rebentar o escândalo do mensalão, em junho de 2005, um relutante presidente Lula gravou um pronunciamento para se dizer "traído" e cobrar do PT um pedido de desculpas. Foi o mais perto a que chegou de reconhecer que tinha procedência a denúncia da compra sistemática de apoios ao seu governo na Câmara dos Deputados. Logo adiante, virou o fio: considerou a investigação parlamentar das acusações uma tentativa golpista das elites e ameaçou enfrentá-las nas ruas.
A história se repete. Diante da revelação do tráfico de influência praticado pelo filho da titular da Casa Civil, Erenice Guerra, Israel - o que levou à descoberta de que dois irmãos e uma irmã dela ocuparam uma penca de funções no governo, onde cuidavam com desvelo dos interesses da família -, Lula fez saber que exigira da ministra uma "reação rápida". Indicou, dessa maneira, que não desqualificava liminarmente o noticiário que poderia respingar na candidatura de sua escolhida, Dilma Rousseff, responsável pela ascensão da fiel assessora Erenice na hierarquia do poder.
Mas isso foi no domingo. Passados dois dias, a política de contenção de danos virou um arreganho. Ao mesmo tempo que fazia expressão corporal de apurar os fatos - acionando a Polícia Federal e a Controladoria-Geral da União para investigar as ações do filho da ministra, mas não as dela -, Lula estimulou ou deu carta branca a Erenice para culpar o candidato tucano José Serra pela nova crise que chamusca o entorno do gabinete presidencial, a pouco mais de duas semanas do primeiro turno. Desse modo, Lula deu o enésimo passo na sua trajetória de abusos eleitorais.
Estado e governo se amalgamaram com a campanha de Dilma com uma desfaçatez sem precedentes nessa matéria. Presidente e "chefe de uma facção política", nas palavras do seu antecessor, Fernando Henrique Cardoso, já se haviam mostrado mais unos e inseparáveis do que nunca quando Lula escolheu o horário de propaganda de sua afilhada, no 7 de Setembro, para desancar o candidato do PSDB porque ousou vincular à disputa eleitoral as violações do sigilo fiscal de familiares e correligionários. Dias depois, disse o que o Brasil jamais ouviu da boca de um presidente - que era preciso "extirpar" da política nacional o DEM, aliado de Serra.
É o estilo mussoliniano de quem, numa apoteose mental, acha que é tudo e tudo pode, apontou Fernando Henrique, a única figura política de peso no Brasil a advertir consistentemente para a intensificação do comportamento autocrático de Lula. Serra abdicou de fazer oposição ao presidente aprovado por 80% da população, como se os sucessivos ocupantes da Casa Civil contra quem a sua propaganda investe - José Dirceu, Dilma Rousseff e Erenice Guerra - não tivessem nenhum parentesco político com o Primeiro Companheiro que os instalou no centro do poder. Isso nem impediu a disparada da petista nas pesquisas nem poupou o seu adversário das piores invectivas.
Acertada com o chefe, Erenice mandou distribuir uma nota, em papel timbrado da Presidência, em que se refere a Serra como "candidato aético e já derrotado", mentor do que seria uma "impressionante e indisfarçável campanha de difamação" contra si e os seus. É típico do lulismo, além da usurpação dos recursos de poder do Estado, culpar os críticos pelos malfeitos da sua patota. Como no caso do mensalão, passado o momento inicial de desconcerto, a ordem é execrar os denunciantes. Quer-se reduzir a um "factoide" eleitoralmente motivado, como disse Dilma, a exposição dos enlaces da família Guerra com o patrimônio público.
De outra parte, levanta-se uma nuvem de poeira para abafar o escândalo da véspera, o da Receita Federal. O ministro da Fazenda, Guido Mantega, anunciou uma providência que cria uma categoria privilegiada de contribuintes - a das "pessoas politicamente expostas". Os dados cadastrais e declarações de renda de autoridades e ex-autoridades passarão a ter a proteção especial com que os mortais comuns apenas podem sonhar. A medida desacata o princípio da igualdade de todos perante a lei. Mas isso é um detalhe no modus operandi do lulismo, que ameaça deitar raiz no terreno baldio da política nacional.
Entidades condenam ataque à imprensa

Entidades ligadas à defesa da liberdade de expressão condenaram as declarações do ex-ministro da Casa Civil José Dirceu. Em uma palestra na Bahia, na segunda-feira, Dirceu criticou o que chamou de "excesso de liberdade" da imprensa. "O problema do Brasil é o monopólio das grandes mídias, o excesso de liberdade e do direito de expressão e da imprensa", afirmou o ex-ministro.
"É lamentável, não se imagina que um homem público possa fazer uma manifestação tão absurda", disse Ricardo Pedreira, diretor executivo da Associação Nacional de Jornais (ANJ). Segundo Pedreira, não há concentração no setor, porque há mais de 3 mil jornais no País, dos quais 500 diários.
"Dirceu parece desconhecer que a liberdade de imprensa beneficia os cidadãos, não os donos dos veículos. Espero que esse pensamento não prospere no Brasil, pois se trata de uma negação da democracia."
Já o presidente da Federação Nacional dos Jornalistas (Fenaj), Celso Schröder, concorda que existe concentração na mídia, por causa da ausência de regulação adequada. "A mídia se comporta como um partido político no Brasil, trata-se de uma opção equivocada da mídia brasileira de atuar de forma partidária", afirma.
Segundo ele, no entanto, não se pode falar em "excesso" de liberdade de imprensa, como fez Dirceu. "Liberdade de imprensa não é uma invenção dos donos dos veículos de comunicação, é a base da democracia."

Um dia, a Casa Civil cai

BRASÍLIA - Erenice Guerra era da liderança do PT na Câmara, uma fábrica de dossiês contra Collor, Itamar, FHC, Ibsen Pinheiro (que despontava como presidenciável) - enfim, contra tudo e todos.
Dali, os dossiês vazavam para as redações e para as então temidas CPIs, de boa lembrança. Os autores eram os "puros"; os que caíam na rede eram os "impuros". Com o tempo, autores, vítimas e réus foram se misturando perigosamente.
Não há mais "puros", a população conclui que todos são "impuros".
Da fábrica de dossiês, Erenice pulou para a Secretaria de Segurança Pública do DF no governo Cristovam Buarque (então PT), enquanto usava laranjas para abrir justamente uma empresa privada de investigação, segurança e vigilância. Ou seja: de dossiês.
E não é que ela foi galgando degraus até chegar ao Palácio do Planalto, aboletar-se como secretária-executiva na principal pasta do governo e dali fabricar o dossiê, ops!, o "banco de dados" contra Ruth e Fernando Henrique Cardoso?
Os chefes, Lula e Dilma, devem ter gostado muito dela e dos seus préstimos: depois de uma vida inteira de dossiês, Erenice foi promovida a ministra-chefe da Casa Civil.
Ela, porém, tem chance zero de ser mantida nesse ou em algum outro cargo, porque se esqueceu de uma coisa: quem araponga, arapongado será. Principalmente se tiver rabo preso e uma árvore genealógica enraizada pela máquina pública, de onde caem de maduros filhos, irmãos, afilhados e aparentados, alguns envolvidos com lobby e imiscuindo-se na bandidagem.
Um dia, a Casa (Civil) cai. Não é a primeira e possivelmente não será a última vez, principalmente com esse "projeto político" que José Dirceu anuncia por aí.

As reações da petista não devem ser encaradas como triviais; podem indicar seu comportamento caso vença
OS DOIS PRINCIPAIS escândalos da campanha não tiveram, até aqui, impacto na intenção de voto, diz o Datafolha publicado hoje. Dilma Rousseff continua líder, com perspectiva de ganhar no primeiro turno.
Isso não significa que eles sejam irrelevantes no roteiro -presente e futuro- da candidata petista. No curto intervalo de quatro meses, ela viu alvejados dois de seus aliados mais próximos, Fernando Pimentel e Erenice Guerra.
Pimentel é ex-colega de faculdade de Dilma. Atuou ao lado dela na clandestinidade durante a ditadura. Ex-prefeito de BH e hoje candidato ao Senado, era ao mesmo tempo ombro amigo e conselheiro político.
Erenice, por sua vez, aproximou-se de Dilma depois da primeira eleição de Lula. Com gostos e personalidades parecidas, as duas viraram unha e carne no Ministério de Minas e Energia e, depois, na Casa Civil. Foi Dilma quem, antes de sair em campanha, pediu a Lula que a auxiliar a sucedesse no ministério, desejo que o padrinho atendeu.
Pimentel foi convencido a se afastar de Brasília, e em certa medida também de Dilma, depois de ter o nome associado à confecção do dossiê contra tucanos que circulou no comitê da pré-campanha presidencial -entre os papeis, estava a declaração de renda do vice-presidente do PSDB, ilegalmente surrupiada da Receita Federal.
Já Erenice está pela bola sete desde que a imprensa revelou as ações de seu filho para intermediar negócios de empresas com o governo. Não é trivial que os principais escândalos eleitorais envolvam justamente pessoas do círculo próximo de Dilma. Existem indícios de que os dois casos foram divulgados e/ou alimentados por meio de "fogo amigo" -aliados preocupados em afastar concorrentes e iniciar a demarcação dos espaços que pretendem ocupar a partir de janeiro.
Por isso, também as próximas reações de Dilma não devem ser encaradas como triviais. Podem servir como indicador de seu comportamento em caso de vitória. Num cenário, ela atua para esfriar a temperatura do noticiário. Busca permanentemente se desvencilhar dos dois casos, trata os escândalos como incidentes de campanha e seus protagonistas como perdas naturais da guerra. É o ensaio de uma Presidência cautelosa, que medirá cada passo.
Grandes planos autorais, que implicam reformas legislativas, não fariam sentido nesse cenário, ainda que Lula consiga eleger um Senado e uma Câmara dóceis. Por que Dilma se meteria no corpo a corpo com parlamentares escolados em dossiês e intrigas? Depois do trauma do mensalão, Lula mostrou no segundo mandato que é possível tocar o governo quase ao largo do Congresso -por meio de decretos administrativos e empréstimos.
Mas existe também um outro cenário. Nele, Dilma dá de ombros para o que há de criminoso nos casos da quebra de sigilo da Receita Federal e do lobby na Casa Civil, trata tudo como sabotagem política e aumenta o tom das respostas. Nesse caso, crescem as chances de que reabilite Pimentel e Erenice logo mais adiante, faça valer a força tremenda de uma vitória no primeiro turno, peite o Congresso e, já no início do ano que vem, apresente todas as suas armas.
